Ipswich: housing targets and supply

Ipswich Borough Council decides planning applications. The Ipswich Local Plan Review for 2018 to 2036 was adopted on 23 March 2022 with a requirement of 8,280 homes, stepped at 300 a year to March 2024 and 540 a year from April 2024 to March 2036.

Sales values for an Ipswich appraisal

The index is only a starting point for GDV, but it frames the numbers. Ipswich's averages for July 2026: £128,000 for a flat, £206,000 terraced, £261,000 semi-detached, £394,000 detached; semi-detached prices rose 2.2% while flats fell 2.0%.

A block of eight flats at the flat average works out at roughly £1.02 million of GDV, and four detached houses at roughly £1.58 million. A valuer will want new-build comparables, which often differ from these second-hand figures, before the lender fixes the facility.

If the plan is to hold and let, or to sell to an investor, rents set the value instead. Ipswich rents averaged £995 a month in August 2026: £744 for one bedroom, £915 for two and £1,046 for three. Eight two-bedroom flats at that rent would gross about £87,840 a year before costs and voids.

England: tax, funding and building rules

Ipswich Borough Council can attach section 106 obligations and charge the Community Infrastructure Levy where it has adopted one, and the land itself pays Stamp Duty Land Tax; all three belong in an Ipswich appraisal. Homes England, the government's housing agency, is on our panel and lends to smaller housebuilders on schemes of five or more homes in England; see our Homes England review.

Development lenders for Ipswich schemes

For Ipswich, our panel has 49 lenders that offer development finance. Each is named below, with a link to our review where we have one. Coverage comes from each lender's own criteria, and we confirm it for the exact address before we approach anyone.

Most release build costs in stages after a monitoring surveyor's visit, with interest rolled up and repaid from sales or a refinance; a development exit loan can repay the build lender if units take longer to sell.
