Housing need and delivery in Norwich

Norwich City Council is the planning authority for the city, and its strategic policies are in the Greater Norwich Local Plan, prepared with Broadland and South Norfolk councils and adopted on 28 March 2024. The plan covers 2018 to 2038 and sets a housing requirement of 40,541 homes across the three districts, about 2,027 a year.

The Greater Norwich housing land supply assessment for 1 April 2025 to 31 March 2030 records 15,316 homes completed across the three districts between April 2018 and March 2025, 1,892 of them in 2024/25. It reports 111% against the Housing Delivery Test results published in December 2024, but a land supply of 4.85 years, below the five years required, so the councils cannot currently demonstrate a five-year supply. The residual requirement is 1,940 homes a year.

Sales values for a Norwich appraisal

The index is only a starting point for GDV, but it frames the numbers. Norwich's averages for July 2026: £141,000 for a flat, £247,000 terraced, £288,000 semi-detached, £455,000 detached; semi-detached prices were roughly unchanged while flats fell 5.2%.

A block of eight flats at the flat average works out at roughly £1.13 million of GDV, and four detached houses at roughly £1.82 million. A valuer will want new-build comparables, which often differ from these second-hand figures, before the lender fixes the facility.

For a build-to-rent or hold strategy, the rental figures matter more. In August 2026 a Norwich flat let for £881 a month and a semi-detached house for £1,238, with rents up 0.6% on the year; six semis let at that level would bring in roughly £89,136 a year gross.
